Prison on Cold Stone, probably administered by the City Watch. It remains in operation even though the Azadi seem to be arresting more and more Marcurians as enemies of the state, who are sent to the more sinister Friar's Keep for processing and deportation to Sadir for trial (and, inevitably, execution by beheading).
Indeed, as Friar's Keep was in use before Azadi occupation, one wonders precisely what the different purviews of the Keep and the Jail were. As Cold Stone Gate is permanently shut these days, one is left to wonder if the city has been divided into two administrative sections. If this is the case, perhaps the Jail serves the western half.
